Rear Admiral (RADM) Kwan Hon Chuong assumed the appointment of Commandant, SAFTI Military Institute on 2 July 2026. He is deeply committed to developing Leaders of Character for the Singapore Armed Forces (SAF) and oversees the professional military education and training of all Officers, Warrant Officers, Specialists, and Military Experts across the SAF.

RADM Kwan joined the SAF under the Republic of Singapore Navy in January 1998. He was awarded the SAF Overseas Scholarship and graduated from the University of Pennsylvania, USA with a Bachelor’s and Master’s degree in Engineering Science in 2001 and 2002, respectively. He later attended the US Naval Staff Course in Newport, USA, in 2009, and obtained a Master in Business Administration from Nanyang Technological University, Singapore, in 2014.

RADM Kwan has held various command and staff appointments including, Commanding Officer RSS Tenacious; Deputy Head Naval Operations (Current Operations Group); Director in Singapore Maritime Crisis Centre; Head RSN Strategic Redesign; Commander 1st Flotilla, and Deputy Fleet Commander. Prior to his current appointment, he served as the Fleet Commander from 3 March 2023 to 14 May 2026.

In recognition of his outstanding service, RADM Kwan has been awarded several State Medals, including the Public Administration Medal (Bronze) (Military) in 2020, the Long Service Medal (Military) in 2023, and the COVID-19 Resilience Medal in 2024.

RADM Kwan is happily married to Mdm Yvonne Liew Li Hsien, and they have a couple of cats.
